In Jewish traditions, the lion is mostly identified with the tribe of Judah. In the curse that Jacob made to his sons, it is said for Judah (genis 49:9):

This expression allows the identification of Judah (and therefore the royal lineage - King David and Messiah) with supremacy and holity. Therefore, the state of Israel frequently used the lion figure of Judah not only in religious texts, but also in temple decorations, state coats of arms, military emblems.
The "rising lion" feeds on this very root. The operation is not only a military engagement; it is also staged as a representation of "divine justice". While this carries a kind of legitimacy message to the domestic public opinion, it also builds a super-narrative against the enemy:
